The White House Wants 1,000 Launches a Year… and the Bottleneck Isn't Rockets

All that cash needs somewhere to launch from.

83% of US Launches Run Through Three Sites
The number behind the urgency. In its own announcement, the FAA disclosed that roughly 83% of current US launches come from just three locations: Cape Canaveral Space Force Station, Kennedy Space Center, and Vandenberg Space Force Base. The agency is now projecting the country will need to support 10,000 FAA-licensed launches and reentries a year by 2035, an order of magnitude beyond even the White House's 2030 target. Building on a year of momentum. This new policy follows an August 2025 executive order on "Enabling Competition in the Commercial Space Industry" and a December 2025 order on "Ensuring American Space Superiority," both aimed at cutting the same permitting and environmental-review bottlenecks. A related FAA proposal published July 30 would exempt launch and spaceport licensing from 13 federal environmental laws entirely, with public comment open through the end of August. The proof is in the pace. SpaceX's own launch count has climbed from 25 missions in 2020 to 61, then 96, then 134, then a record 165 Falcon flights in 2025 — and it crossed the 100-mission mark for 2026 roughly two months faster than the year before. Company leadership has described the current cadence as launching "every two to three days," built by producing a fresh second stage every two and a half days on the factory floor. If the single busiest operator is already this close to straining range capacity alone, 1,000 launches a year clearly can't run through today's handful of pads.

Here's why that unglamorous administrative step matters more than it sounds. Right now, this is still a policy goal on paper: a target number, a set of directives to federal agencies, and an open call for ideas. The comment period is where "we should build more spaceports" turns into an actual shortlist of states, sites, and air corridors.
Once specific locations get named, the picture changes fast. States and local governments that land a spot get a real economic development story to sell. Companies that already operate near a favored site get a head start on new capacity. And the federal agencies tasked with cutting permit times will have concrete projects to measure that promise against, not just a memo.
The bigger structural question sits behind all of this: can the Pentagon and NASA actually open shared federal ranges to commercial partners without the scheduling conflicts and security reviews that have slowed this kind of sharing in the past? The policy directs it. Making it work in practice is a different, harder problem.

Why You Can't Just Build More Rockets to Hit 1,000 Launches
Let's keep this simple.
Picture an airport that only has one runway. You can buy as many new planes as you want. It doesn't matter. One runway means one plane taking off at a time, no matter how large your fleet gets.
A rocket launch works the same way, except the runway is far bigger.
Every launch needs a clear patch of sky, sometimes hundreds of miles wide, closed off to other air traffic for safety. It needs ground crews to track the rocket, safety officers ready to end the flight if something goes wrong, and a pad that's free and ready to go. None of that scales just because a rocket company gets better at building rockets.
Today, the vast majority of US launches squeeze through only three sites. That's manageable at under 200 flights a year. It becomes the entire bottleneck at 1,000.
Here's the part that's easy to miss: building a new spaceport isn't like opening a new store. It requires new tracking radar, new safety zones, new coordination with commercial and military air traffic, and new agreements with whichever federal agency owns the land. Each of those pieces takes years to stand up properly, even once someone decides where to build.
So a policy that says "1,000 launches by 2030" is really a policy about permits, land, airspace rules, and range capacity. The rockets, in a real sense, are the easy part. Several companies can already build and fly them fast. Almost nobody has yet solved how to let a thousand of them take off safely, from American soil, in a single year.
